Mobilizing efforts by the Dixwell Community Council—an organization with membership from over 40 church, social and fraternal groups—changed the mayor's mind. Groundbreaking for the 1.6 million dollar, new Winchester School took place on June 21, 1951.

The elementary school was also utilized as a meeting place for various community organizations. It became a centerpiece for the community.
